The Board had entered into dialogue with Boards of Engineering in the other
Caribbean islands in order to compare rules and regulations of practice and to establish a
basis for reciprocity which will enable registered engineers in any Caribbean territory to
practice in another. On behalf of the
Caribbean Council of Engineering Organizations, the Board has proposed a Model Law which
is now the subject of study in the Caricom territories and which should be discussed and
hopefully finalized at APETT's Technical Conference in January 1999. 6.0 Engineering
Profession Act
Experience of operations over the last twelve years has demonstrated deficiencies
in the Engineering Profession Act in the following areas:- (i) Non-mandatory
registration for all practicing engineers (ii) Lack of
authority for the Board to set examinations for the determination of academic or
experience qualification In order to conform with
practices in other Caricom regions, the following changes are also to be considered:- (iii) Registration of
corporation bodies offering engineering services, i.e., engineering companies (iv)
Licencing
for the supporting trades
With the finalization of the Regional Model Law, the Board proposes to have
amendments to the existing Act in Trinidad and Tobago taken to Parliament with the aim of
removing some or all of these deficiencies. 7.0 Education and
Training
The Board works closely with the Association of Professional Engineers of Trinidad
and Tobago (APETT) in areas aimed at the development of the practice of engineering. Together with APETT, the following activities are
in train:- (i) a system
for training of graduate engineers is being prepared (ii) examination of
the current trends in technical/vocational training and the establishment of an
appropriate national framework are under consideration with encouraging support from
NIHERST (iii) a process for
continuing professional development of all engineers.
Evidence of CPD has been made an obligatory requirement for renewal of
annual registration of registered engineers. The
process requires that the registered engineer acquires a number of CPD units over a
three-year period. This system is managed by
an APETT/BOETT Committee chaired by Eng. Dr. Sam Naranjit at UWI. |
